Richard E. Cotton of Clarion died on December 12, 2018 at Shippenville Healthcare and Rehabilitation where he had been residing. He was 65 years of age. Richard was born on January 8, 1953 in Oil City, the son of the late Velma Cotton. He was raised by his foster parents, the late Harry and Dorothy Mong. Arrangements are under the care of the Goble Funeral Home and Crematory in Clarion. There will be no visitation or services.
